HTTP in RDF

Some time ago we had HTTP in XML over HTTP (well, it still exists and people are still battling about it). Now there is HTTP in RDF. Despite what you may think due to my introduction, it has not much to do with web services. Reading the abstract it seems rather theoretical, in fact.
